Did some further searching and Maximum Football by Wintervalley Software is now out with Canadian rules.

Can someone explain more about these games? How do they work?
I noticed, however, that 1989 and 1966 are not there. Still cool to see a CFL game though.
Bump. Just was doing a search, and found this. Noticed they added the 2007 Grey Cup to their game, so I figured some would want to play around with that.
My first time, Saskatchewan won 20-4.

I don't know if I would really call it a game...pretty dull if you ask me. No offense to the developers, but it's no Madden.
Grant's game has come a long way from the DOS version he had out a few years ago. For a game that simply crunches numbers it does a good job of processing a game.
And for the record, I'm pretty sure Grant has no interest in making a Madden type game. His game is stats based, not arcade based.
I wonder what the cost would be to adapt an existing game engine (let's say 2K rather than Madden) to CFL rules? A few million would be a wise investment if it got kids and teens thinking CFL when they're zoned out in from on the tube on their PS2 or Xbox.
It'd be like building a Burger Shack next to McDonalds A CFL game wouldn't even put a dint in the Madden marketing machine.
All I saw was custon skins. Until I see more I don't even know if I would call it a 'mod'.
Whatever that was it was very well done.
